Free shipping doesn’t work!

    Hello,

    I have three shipping methods created, two of them are for specific city and third is all other cities in my country.

    In first city, I put the range of postal codes and free shipping is applied over 50 euros. Also, I have weight based rules and when a customer order for 50+ euros, on cart page it says “Free shipping” but when customer submit his order, weight rules are applied and shipping isn’t free. That is also happening in second city.
