I want certain items to be Free to ship. the live rates seem to be working for items that have dimensions and weight added. but for items with no weight/dimensions, there is a seemingly random shipping rate applied automatically. How do I make certain items exempt from this live shipping rate calculator?

Making products virtual will exempt them from shipping, and also disable weight and dimensions for them. Please find more detail in the following article: https://woocommerce.com/document/managing-products/virtual-downloadable/.
