Yes, that’s normal. The texts of every plugin, every theme and WordPress itself are updated irregularly by translators. This may be because a translation into a language that you use is missing or has been adapted. The updates are independent of WordPress, theme or plugin updates. They are also installed very quickly as they are usually only small files.

its normal and will happen even hourly, if you have several languages in use, many plugins and some of the used languages are very active, i.e. spanish.
but it could be even a signle plugin, if its translation editor is working on it actively
