Swapping order in the free Kale theme is unfortunately not possible. Kale Pro has this implemented.

In order to completely remove “Home” section and the line underneath it, please try adding this CSS to Customize -> Additional CSS

    display: none;
}
.frontpage-featured-posts hr {
	display: none;
}

Please let me know if this works.
