Frontend script and styles always loaded

    Hi,
    thanks for the Cookie Notice Plugin.

    Since the last version (1.3.8),
    the frontend script and styles are always loaded in the source code, even after the cookies acceptance.

    In fact, the following functions have been renamed and modified: front_load_scripts_styles() and wp_print_footer_scripts().
    the conditional has been removed: if (! $ this-> cookie_setted ()) {.

    why this change? Imho, isn’t an improvement

    Good question, but there is a reason: to improve compatibility with the caching plugins.
    It also provides access to CN javascript functions, and a way to any custom plugin related js functionality.
