Fuel Surcharge

With the recent change in the plugin to calculate shipping tax through WooCommerce settings, the Canada Post fuel surcharge is now getting left out of the shipping quotes. From a superficial look at the Canada Post Rating API, they don’t seem to offer a simple “pre-tax-amount”. Although their description of “base” sounds like a pre-tax amount, in reality base appears to be truly base, with none of the adjustments.
