Although full justification is generally to be used with caution – but to denounce the user and not even implement the functionality does not sound very user-friendly.

It was removed in WordPress 4.7, Gutenberg has nothing to do with this.

@thomermann You can use EditorsKit plugin( https://ww.wp.xz.cn/plugins/block-options/ ) to have Justify format, along side with these other missing formats :
- Highlighted Text or Heading Colors
- Highlighted Text Background Color
- Clear Formatting Options
- Paragraph Justify Alignment
- Underline Text Format
- Superscript
- Subscript
- Uppercase Text Transform
