functions in php to get user consent variables

Is there any way i can get the consent variable of the user and use it on my backend php code for instance, on my plugin that would output something. i wuld first need to check if user has agreed to cookies, and if he has then output my specific content.

Any functions like that i can use inside my plugins for ease of use or is there a way i can pull this consent variable data into a variable inside my plugin..
