To fix this issue (local-ga.js script not being downloaded), I just needed to deactivate/reactivate the plugin. GA script was downloaded on reactivation and GA now reporting traffic.

awesome thanks for the update, saves us looking for a bug.
pushing an update now to stop this happening, so it will not check on first activation, but will now create when saving the GA details

Now I tried again deactivate/reactivate and now I see the GA option, I saved again after reactivating, but in my system the local.ga.js file is still empty.
What is the problem?

so, I tried deactivate and after delete the plugin.
The plugin could not been deleted – I don’t understand why???, but after reactivating again the local.ga.js file is not empty yet.
But! Now the Google Insight Speed writes the next: Enable compression here:…wp-disable/cache/local-ga.js
How could I do it?

Hello, some sites/servers just do not work with the offload GA, there is no fix as of now, the only advice i can give you is not to use GA offload function) for the other issue, please email us (support tab in the plugin) with access to the site so we can check

Dear Jody, thank you so much for your quick answer.
It is ok, I understand, but why can not it deleted from any website the WP desable plugin. I wanted use it for 2 webpage with other server hosting, with same theme, but all of them has problem: it can not been deleted. Sytem writes error.
what conditions must be met the server, to work well this plugin?
