Does your theme’s header.php file properly call the wp_head() function? See here: https://codex.ww.wp.xz.cn/Function_Reference/wp_head
For that matter, you may wish to also doublecheck your theme’s footer.php file calls wp_footer() too https://codex.ww.wp.xz.cn/Function_Reference/wp_footer
