Gallery Order Inconsistent

I read the prior thread indicating that the gallery order cannot be changed, however, the gallery images are not displaying in the proper order even when I enter them that way. For example, if I enter them 1, 2, 3 they are displaying 2, 3, 1 – why would that be? Is there something that can be done?
