Great question! I check and this plugin is not yet developed, maybe you can make one and then publish it for the community? 😀
Anyways I found this thread from a plugin where a user is asking for the very same features you need: Can a user upload images to gallery?
The thread answers the question how to let visitors upload on your gallery, and perhaps you can also make a follow up question to the developers if they have updated their plugin yet to have this feature.

Oh gosh! Like the user in that topic, I do not have coding skills. And that topic is closed to replies now, so I can’t post there, to reach developers.
However, I can promise to do this much. When we get to the place where we are ready to test, I will make sure that we test that specific gallery, and find out whether, in the couple of years since that topic, perhaps this feature has been added.
Then I will come back to this topic, and post whatever we learn. I will post our whole experience, in case we test more than one gallery plugin.
(In reading all the “before you post your first message” info, it says that topics are closed after….iirc, 5 months. I’m not sure if we will get that far in 5 months, but if this topic is still open, I will definitely post an update.)
