GDE Bandwidth Problems

Getting an error when trying to embed a pdf:

“You’ve reached the bandwidth limit for viewing or downloading files that aren’t in Google Docs format…”

Not sure why… It says files around 8MB to 12MB aren’t supported, but this file is only 68KB. Not sure if that has anything to do with it.

Should I take the pdf and recreate it in Google docs, or is there something I else I can do to allow the pdf to show regardless of the bandwidth limit?
