Popup Maker sends cookies to visitors browsers though. Doesn’t that require consent? Perhaps somehow consent could be acquired when they close the form and only then does the cookie get sent?

WordPress platform keeps cookies as well to handle the sessions of the users and in this case, your website itself (even without Popup Maker) should notify your users about the usage of the cookies and this is a reason we don’t show consent about that.
We don’t keep any personal information inside the cookies like name, email, etc.
Does your cookie record IP? That is now considered personal information…

The question is whether remembering if a popup has been seen is considered strictly necessary… This is something perhaps you could look into, as I imagine other people will be asking this same question.

We don’t store IP or any other data in our cookies, only the popup IDs are stored on our side to control the popup showing frequency.
