General settings- change email

OK, I have seen a lot of post on here about not getting the confirmation email back when changing the address. And i’m having the same issue,but on the other post mods keep saying to change something on the database, i have look and still not seeing where it is. I’m using SmarterAsp.net for my host and my theme is WP-Twenty-sixteen. i have searched though my files and can’t find where to change it or two wondering why WP hasn’t sent the email verification they said they would send to fix it.. What is up with that. I have tested to make sure i can get an email though the WP email Stmp plugin and get one. but when Someone or i try from the contact 7 form i installed, it says sent but never comes. Any help would be great , thanks in advance.
