General settings missing from WordPress menu

Hello!

Writing b/c General settings is completely missing from my WP menu. This is the one where you change your tagline.

A bit of background: I have not updated to WP 4.7 yet. A few days ago, I did update to it, but doing so crashed my site (500 error). Bluehost fixed it so I could get back in, but in so doing, uninstalled the update. I’m paranoid now about re-installing it, though I know I’m going to have to at some point, but I want to do some reading first.
