Retest and revalidate your site, its probably google having a busy time and it failed to load all your resources.

This is an example of a page on the site that google webmaster tools shows not being mobile friendly on generate press theme and when i change to 2023 theme it is mobile friendly
It looks like an issue with the WPO caches on that page, there are several resources that google bot cannot load.
When you change theme, it would burst those cached files.
Try clearing the caches or disabling the plugin entirely and retest.

Thank you for the reply. I’ve cleared the caches and deactivated the WP Optimize plugin. Retested and still not Mobile friendly
I also created a new test page with no content and when I test the blank page on google webmaster tools – Page no usable on mobile – I also get the Clickable elements too close together.

Its not a theme related issue, if it were then we the 100s of thousands of site built with GP would be failing mobile friendly tests.

all of them cached files from wpo-minify
So as i said its a caching issue, if google cannot load those files then it won’t render the page correctly and it will fail the test.
When you switch themes those cached files will burst, so the problem is the files that have been cached.
You should raise the issue with the WPO plugin author
