Hey @jonburr, yes that is part of WooCommerce. In version 3.4, we moved to using Geolite2 for WooCommerce.
This is used to allow for customer geolocation to be determined locally on your site. For older sites that are running PHP 5.4 or lower, geoloaction must be determined through API calls.
