Getting a weird scroll on iPhone

When I click the “free consultation” here: https://borgerlaw.com/ the form pops up and works perfect on desktop but on mobile it’s acting weird. If I try to scroll where the form inputs are it just scrolls the body and not the pop up. What would cause that?
