Getting Error to Setup Paypal Plugin

    Dear sir,
    I used Woocommerce plugin in that the paypal checkout is disabled then I used the external plugin use but it give Error
    Error Like
    SetExpressCheckout API call failed’.
    Error Code: 10002
    Error Severity Code: Error
    Short Error Message: Authentication/Authorization Failed
    Detailed Error Message: You do not have permissions to make this API call

    There are given mijraj but I want to used Paypal ,i not sure mijraj is free or purchased
    then help me the setup of paypal gateway
