Give users access to plugins?

Is it possible to edit some users to make them access one plugin and grant bookings? Plugin https://ww.wp.xz.cn/support/plugin/wp-booking-system/. They need to access wp-admin/admin.php?page=wpbs-calendars
How to do that?
