thank you for reporting this issue.
Inspecting the page (right-click => Inspect), I see you have an iframe with this source: https://fedgrassroots.org/?give-embed=donor-dashboard&accent-color=%23f26d06#/dashboard, that is the URL of the homepage plus some query arguments.
So, it looks like that page loads the homepage inside an iframe.
Have you disabled GiveWP on the homepage?
If so, go to Custom URLs => Frontend URLs and enable GiveWP and all the plugins that you need for that iframe by using the match:
*give-embed=donor-dashboard*
Let me know if it works, if it still doesn’t work we investigate deeper.

I confirm that by using the Custom URLs => Frontend URLs settings you can solve the issue. At least, it solves my testing installation with GiveWP.
If you want, you can also try the release candidate 1.9.2.7.RC-1 solves the conflict without the need to use the Custom URLs. In case, you can download it here: https://downloads.wp.xz.cn/plugin/freesoul-deactivate-plugins.1.9.2.7.RC-1.zip.
But I would try it only on a staging website because this new version has some important changes, especially regarding the admin menu if you have disabled plugins in the backend.
