This kind of problem was generated by a bad configuration of WooCommerce Settings, and probably your problem it’s similar.
Please, hire our Soporte técnico to fix it.

I am having the same issue after upgrade, which configuration should i check?
Woocommerce Settings is set to sell to all countries, Woocommerce shipping is set to ship to all countries, and i have a global group.
Setting shipping to ” ship to all countries you sell to” doensn’t work either

I think my Woocommerce settings are well configured and that the problem is with APG plugin, so my solution has been to change to another plugin.
marcscheper, this one works fine and also have a “global group” option

We don’t detected any kind of bug on the last updates. Every works fine.

WooCommerce has a bug with country settings, in General Settings and Shipping Settings, and your problem is generated by it.
Try to fill all countries to the list, and try again.
