The option we have is, that at the “Add slide” button:

you could choose to create a “static overlay”. That will create a slide which won’t move while your regular slides will move under it, so if you put down your buttons and headings on it, it will be similar to this template:

So we don’t have an option to apply layers to all slides, but you can have not-moving layers on top of them. And these layers are always visible, so you cannot hide them for specific slides either.

Alternatively, you can copy/paste layers quickly from the slide editor:

I’m sorry, but we don’t have an option for that.
