How can I pin a comment or message globally at the start of all comment threads?

How does sticking one comment on one blog post accomplish having a global message at the top of all comment threads?
I would like to stick a reminder of comment guidelines at the top of every comments section/all posts.
Without having to post the same message 200+ times. Something like a global banner message.
