GOOGLE-CLOUD has been blocked

The following are the contents of Bad Bot Alert over an email.
It looks like Google Could have been blocked.
However, robots.txt doesn’t seem to have anything related to Google disallowed.
I’ve whitelisted the IP address of 35.205.107.244.
What could possibly be wrong?
