What does Google Page Speed say to improve? Minify, compression, image optimization and most of the other categories depend on your theme and server settings.

If your score is 45% from not serving scaled images then I would assume your images must be huge? I know that Insights takes this factor into high priority. This scaled image issue is something your theme or image plugins would optimize. Without a link to your site it’s hard to see exactly what’s going on. the image thing wasn’t an issue with 3.6.1
my settings are 150×150 cropped
300×300 medium
800×800 large
The PageSpeed Insights results says you should compress your images. This has nothing to do with “serve scaled images.” This means that your images are bigger in file size than they need to be. A 75kb image could be 23kb, etc.
Also, on desktop your home page gets a 72/100 as of now. You may want to address the other issues first, I think they will have a bigger impact on loading time.
