Gravity Forms view uploaded files doesn’t work when WP Super Cache is enabled

We have both Gravity Forms and WP Super Cache enabled on our website, https://henrico.us. When people upload via the Gravity Form uploader, the files are saved as expected. However, when we try to view the images/files, we get a blank page. An example is https://henrico.us/index.php?gf-download=2020%2F02%2FIMG_06971.jpg&form-id=32&field-id=2&hash=01efc8c7a5eda039a532454f64cb459e040815ce40f7e8189a44cd8aef43acf0. When we disable caching within WP Super Cache, the image loads as expected.

We are using the Simple cache delivery method and have added gf-download to the list of strings that force a page not to be cached. We have turned off/on the remaining Advanced settings which did not display the image.

What do we need to do to be able to view Gravity Form uploaded images while WP Super Cache is enabled?
