Greyed out options

I got this to work twice on a new install. I updated that install to 4.2.1 and now I can’t change any of the settings. I was not satisfied that it would not save my paraphrase so I generated a new ssh key and deleted the old key. Now the old uploaded key is stuck.
Everything is greyed out. I tried changing the ftp settings by adding them to wp-config. No change.
I tried disabling, deleting, and uploading the plugin. No change.
If I delete the plugin and try to use the built in ftp client to modify the filesystem, those options are also greyed out.
Could you tell me where the settings are saved so I can flush the config?
