or
– a screenshot of the gmetrix waterfall showing the error message

Your screenshot shows a network error with accounts.google.com
I really do not see how this is related to Google Tag Manager or GTM4WP

One thing you can test:
– open GTM4WP settings
– replace your GTM container ID with GTM-ZZZZZ
– save changes
– run report again

If it runs without issues, then the problem is within your Google Tag Manager container, perhaps inside a custom HTML tag.
