With some further testing, it seems when I upload an image into the image block element of gutenberg, then publish, and then click “view post”, the picture tag is not rendered with the image. Waiting in the editor after uploading the image does not seem to make a difference.
However, if I then click “edit post”; as it goes back into the editor, a shortpixel robot icon starts spinning in the top bar. And the next time i view the same post, the picture tag IS rendered in the html. Without me fiddling with anything on the edit post screen.
If I select an image from the media library that already has rendered as a picture tag before, it will keep rendering that picture tag, without me having to go back and forth between edit post and view post.

From what you’re describing this could be a purely Gutenberg issue and not related to ShortPixel in any way.
Could you please try to reproduce the issue noted by you while having ShortPixel deactivated?
