Half my visual editor is missing

I have changed domains and reinstalled wordpress recently and in my new wordpress I am missing the second line of the visual editor toolbar (the drop down for paragraph, header etc., font colour, underline and so on). Anyone know why or ow I can get it back?
I have tried deactivating plugins and reactivating one by one
I have checked in user that the ‘disable visual editor’ isn’t ticked (half the visual editor is available so that’s not it)
