Hand coding – how to keep WP from "fixing" the code

    I want to create my own form and create the action page, where I will validate, update the database, ping other sites and send out emails, like we used to do it in the days before WP.

    How can I create a page that is part of my WP site but where I control the coding? Is a plugin the only way to do this and if so, can I write and use a plugin without publishing it?
