I’m almost positive I have all of the necessary software installed. As positive as anyone can be who is still having problems.
I get stuck at the part where you type local host into the address bar
Make sure it’s all one word “localhost” (without the quotes, of course). Try that and tell use what you see in the browser.
It must have been making an idiot mistake somewhere because now when I type in localhost it brings me to the wamp site.

actually I was wrong before. I am still having the same problem.
When I try to go to the localhost/WordPress to set up the configuration file Internet Explorer still says that the page cannot be displayed.
I have tried doing it in Google Chrome and the problem still persists
any advice would be greatly appreciated.
Just to verify a couple of things:
A) is the wampserver icon in the system try (or taskbar) green when you try to reach http://localhost ?
B) do you, or do you not, ever actually see the wampserver home page with details about your projects, loaded php modules, MySQL info, etc… when you visit http://localhost ?
A. The icon is green. I make sure that it is green before I try to access anything. I left click on the icon and select start all services.
B. I do see the homepage when I type in localhost. That is why I thought my problem was previously resolved.

Where did you put the WordPress folder on your filesystem?
On the root directory of my third hard drive.
Is that the web root directory configured in WAMP?
I’m sorry I don’t understand what you are talking about. I have no knowledge when it comes to this, I am simply trying to follow the tutorial video I listed above. Could you please explain this further?

From the WampServer icon in your system tray or task bar select “www directory” from the menu. That is where you place the extracted wordpress directory.
It can then be accessed from the WampServer home page by clicking on the wordpress directory listed under the “Your Projects” listing, or by typing http://localhost/wordpress in the browser.
Yes, the WordPress directory is in the www directory. Just out of curiosity I clicked on the WordPress directory to make sure it was populated internally and it is.
I figured out my problem. As I suspected it was an idiot mistake. When I copied the files to the www directory I did not copy the files inside the WordPress directory, I copied the entire WordPress directory. The folder as well as the files inside, instead of just the inside files
