Hi so I hope this makes sense.

I currently sell two prints in my shop: a 5×7 print and an 8×10 print

I’m trying to set it up so there is a shipping fee only for international orders on the 5×7 print AND I’m trying to only make the 8×10 print available to order for people in the US (meaning no international orders at all).

Any help would be appreciated

You will need a plugin to accomplish something like this. For a small set up like this I recommend a free plugin that will restrict product shipping like this one:

If your needs become more complex, I recommend the Conditional Shipping and Payments extension.
