Header

There seems to be a lot of space between the top of my browser screen and the header. Is there a way to move the header to the top of the screen? Is there a way to shorten the header height and still keep the site title and menu centered, both vertically and horizontally? This would prevent unnecessary scrolling just to view the page.

(I work with IE, Chrome, Firefox, and Safari to ensure a good site for my clients)
