Header image doesn’t fit right

This is question #2.
Actually this is on all my pages.
I’m brand new and NOT a programmer, but I’ve worked with .html for several years so I’ve come to understand most parts, just not the details.
I’ve transported my site from

http://mobile.victimsreliefinc.com/index.html to get responsive menus to finally
http://blogsite.victimsreliefinc.com/ to update to WordPress for the future.After lots of research, different format changes, and trying to tweak what I could I still have two problems. I’ll post one here and the other in another post.
I’m using Genesis > Altitude Pro theme. When I upload an image to either the header or page sections it seems to work. In the page sections they never show up on the screen. In the header it’s a floating block instead of the full header block background.
Is there a reason why? How about a work around with a shorter header section and an image on the top of my page.
