header image with site title

Hi,

I’d like to use a header image. I’m nog hosting my site at wordpress.com so I can’t use the option in the customizer.
I found a way in this forum (https://ww.wp.xz.cn/support/topic/add-a-logo-7?replies=9)
And I have 2 question about it:

1) is the header image reponsive like the rest of the site (will it scale with larger of smaller media)?
2) can I put my site title in front of the image?
I found a way to do that, but it’s with a fixed image I think (https://ww.wp.xz.cn/support/topic/add-a-header-image-in-the-background-behind-the-site-title)

I use a child theme. The url: http://www.basenmandy.nl
