Header/Logo Dilema

I posted on the forum for the twenty-sixteen theme support but I still haven’t received an answer:
Hello, I just started dabbling into WordPress and I have to say I’m quite impressed with what it can do. Currently I am creating a personal project of mine, however, have come across a slight issue the header where my banner shows a huge gap of space. I turned off the “Site Identity” feature but the problem still persisted although it wasn’t as big of a gap as it is now (I’ll get to that in a second). Anyways I’ve looked around here for help found some things I thought were good tips, I’ve edited the CSS through the customize feat, and even the actual code itself on the editor, but still no change. I let it go, but then I added some social media links and for some reason that caused the gap to get bigger. Is there a solution to this or is it something that I would have to come out on some sort of update? I may give the SiteOrigin plugin a try if all else fails.
Edit: I see now that the problem may be with the mobile version because of the menu that is added at the top of the page, however, on the mobile site not only is it at the top of the page, but also at the footer (which is where I want it) so there must be an editing process for the menu to not appear to linger at the top of the page right?
Maybe I’m not wording it right, hopefully someone can point me in the right direction I can’t seem to get rid of that menu at the top right of my page it shows up (it shows only on the mobile version, and not the desktop version) also I’m still trying to figure out the spacing. Thanks!

EDIT: I see your talking about the navigation menu that shows on the preview for twenty-sixteen when I previewed it on my site (which I had already started to edit with another theme) the top menu was not present.
The menu at the top right corner of the heather is for social media links it appears on the mobile version but not the desktop version, that’s why there’s a big empty space. I only want my social media buttons to appear on the footer on the right corner.
I wasn’t trying to use a plugin but ended up using SiteOrigin CSS which I used to implement this:
.site-header {
padding-top: 1em;
}It would not update on the additional CSS customization feat, or on the editor itself. If SiteOrigin did not work I would have tried to edit the CSS via my web provider. The reason I’m against using a plugin is because when WordPress continues to update its versions these plugins may stop working (it’s my guess). I still would like to remove the menu at the top of the page but I was finally able to edit the padding so I can live with it for now.
