Header/Logo Dilema

I posted on the forum for the twenty-sixteen theme support but I still haven’t received an answer:
Hello, I just started dabbling into WordPress and I have to say I’m quite impressed with what it can do. Currently I am creating a personal project of mine, however, have come across a slight issue the header where my banner shows a huge gap of space. I turned off the “Site Identity” feature but the problem still persisted although it wasn’t as big of a gap as it is now (I’ll get to that in a second). Anyways I’ve looked around here for help found some things I thought were good tips, I’ve edited the CSS through the customize feat, and even the actual code itself on the editor, but still no change. I let it go, but then I added some social media links and for some reason that caused the gap to get bigger. Is there a solution to this or is it something that I would have to come out on some sort of update? I may give the SiteOrigin plugin a try if all else fails.
Edit: I see now that the problem may be with the mobile version because of the menu that is added at the top of the page, however, on the mobile site not only is it at the top of the page, but also at the footer (which is where I want it) so there must be an editing process for the menu to not appear to linger at the top of the page right?
Maybe I’m not wording it right, hopefully someone can point me in the right direction I can’t seem to get rid of that menu at the top right of my page it shows up (it shows only on the mobile version, and not the desktop version) also I’m still trying to figure out the spacing. Thanks!
