You should be able to do that by going under PDF Invoices > Status and enable “Guest access”.

Invoices generation is only available after the order is created, the best option would be at the checkout success message page.
Can I somehow insert the “Download PDF” button using the CSS to the page that I need?

Like i said, it will depend of the page, if it’s prior to the order placement will not work.
Next week we will release a new version with a shortcode for invoice download, stay tuned.

Yes this was included in the last update. You can use the shortcode [wcpdf_download_invoice] on the checkout page to add a download link.
You can also change the title of the link by including it in the shortcode attributes like so: [wcpdf_download_invoice link_text="Download your invoice"]

Doesn’t work on the shopping cart, only on checkout success (confirmation) page, because in the cart the order doesn’t exist yet.
