Fatcow does not allow locking the root .htaccess file so most likely that is why you are seeing the 403 error.
1. Use FTP or your Web Host Control Panel File Manager and delete the .htaccess file in your website root folder.
2. Log into your site. Go to the htaccess Core >>> htaccess File Editor tab page >>> click the Turn Off AutoLock button.
2. Go to the Security Modes tab page, click the Create secure.htaccess File button on the Security Modes page.
3. Select the Activate Root Folder BulletProof Mode Radio button and click the Activate|Deactivate button on the Security Modes page.

Your website root folder is the folder where WordPress is installed. It is the same folder where you will find your wp-config.php file. If you do not see a .htaccess file in your website root folder, you will need to choose “show hidden files” in either an FTP application like FileZilla or WinSCP or if you are using your web host control panel file manager.
Ok I clicked “show hidden files” but when I try to logon my website via wp-admin it still says forbidden :/

Do you see the .htaccess file? If so, delete it and then login to your site.
I deleted the .htaccess file and it is still not working

Delete the wp-admin .htaccess file if you see an .htaccess file in this folder /wp-admin/.htaccess.
Download this file to your computer: /wp-content/plugins/bulletproof-security/admin/htaccess/default.htaccess
Upload the default.htaccess file to your website root folder.
Rename the default.htaccess file to: .htaccess.
for some reason bulletproof is not in my wp-content plugin folder. It only has 3 plugins that came with WP even though I have like 30. Is it possible that nothing got uploaded to my fat cow? I apologize for all the questions and thank you so much for your help

I would have no way of knowing that information or what might be going on. Personally I think you are probably looking in the wrong place|folder|account. If you know for a fact that you have 30 plugins installed and you are not seeing those plugin folders then the most likely and logical explanation is that you are looking in the wrong place|folder|account.
Turned out my website was hooked up to two host accounts and I was on the wrong one. Spoke to Fatcow and got it straightened out. Thank you so much for your help!
