Hi,
The checkout notice appears after a user clicks Place Order on the checkout page with no shipping options available.
If you don’t see it, it might be hidden by your current theme or another plugin. To check that, switch to the default theme and disable all other plugins temporarily.

The original checkout notice of woocomerce appears when I click on “Place Order”, but it does not show the custom text I set with the plug-in

You can temporarily switch to the default theme and disable all other plugins to check if it helps. Then, get things back by one at a time until you notice the problem is here again.
hi Dan, the only problem is that my website is an e-commerce, so I can not try that because people are always surfing on the website and they can see something wrong when they are placing order
if a put a list of the plug-in I have installed, could it help?

Unfortunately, the list of installed plugins would barely help to identify the issue.
