Help – Multi level content hierarchy

Hi,

I’m building a travel website and I would like to create a multi level hierarchy but I don’t know what’s the best way to approach it.
So, on a first page I would like to have a list of countries, on a second page a list of cities, on a third a list of categories (restaurants, things to do..) and on a fourth level a lists of posts.

How to build it? Should I use pages or should I build it with custom taxonomies or maybe something else?
