Plugin section non existent

    Help why cant I locate my plugins section on the admin side bar.

    it has this “dotstore” plugin added that looks like it has its own set of plugins but I just want a regular plugin option.

    its running ww.wp.xz.cn 4.7.4 and I just took it over. The website is itsmotionelectric.com

    Any help would be much appreciated, any input on this dotstore plugin would be good too thanks.
