Help to create this version

I want to create the theme to look like the one on the page here:

https://en-gb.ww.wp.xz.cn/themes/quest/

I can create the round images but I cannot work out how to create the background on the whole site or the different coloured boxes. I have tried all the combinations but cannot see how to create this. Is it in the free version?
