Help With Menu Hovering

Hello,
I just created a ww.wp.xz.cn website. I set several pages in the main top menu area and this has worked out fine except when you hover over the separate menu links they do not glow. The background color is black. If I make it grey this works but I want a black background with white text. This was not a problem on my old wordpress.com website. Any help? I have gone into the css style sheet and have put in a code for blue in the hover section of the menu code but nothing changed.
