Hide empty Taxonomy Option is breaking Gutenberg Tabs!

    Hi there

    The Default Setting for Taxonomies and Categories to hide empty ones is breaking the Gutenberg Tab where you can select the categories for the post!

    This breaks the JSON-API to return all categories:
    https://domain.test/wp-json/wp/v2/taxonomyname

    This is an issue because it doesn’t allow one in the gutenberg editor to select from all the categories.
