You can use a plugin like User Status Shortcode, so you would use this:

May I ask where in the settings of Optin Forms plugin do I need to paste the code “[userloggedout][optinform][/userloggedout]”?
Do I need to paste anything or click something on Optin Form’s Form Builder?

It looks like you’re not using this Optin Forms plugin. The menu in the admin looks different:
Go to WP admin > Plugins, find the plugin in the list and click the “View Details” link, it will show you which exact plugin it is.
