Hide from queries Behavior

I’m developing a site with Global Site Access set to “Everyone”. It has approx 12 pages of posts, with about half of them having the post set to “Restrict access to this content”, “Logged in users” and “Hide from queries”.
If I login and view all posts, I see the desired content of 10 posts per page with the pagination links at the bottom for the 12 pages. Clicking on subsequent pages work fine.
If I am not logged in, I still see the pagination for the 12 pages, but the first page shows only two posts (which are allowed for non-logged in users), and clicking on the next page gives a 404. If I change the url manually to the next page, I will get a couple more posts. And so on.
I get the same result with default theme 2021. Is this the standard result for this scenario, or just me? Certainly does not seem like a desired result. I would expect pagination to show about half the number of pages, and for each page to show 10 posts.
Any ideas on how I might fix, or troubleshoot?
