Hide Post Autor

As suggested by @joshuaevan we have added an option to hide the post author. Unfortunately, due the way that Twenty Nineteen has been constructed, this cannot be done in the same way as Options for Twenty Seventeen (this prevents the HTML from being generated using a translation filter). Instead, with Twenty Nineteen we are limited to hiding the author with CSS so it will still be able to be seen in the HTML code.
